专家表示,生物质颗粒燃料供热有望成为清洁供暖的“生力军”,市场潜力巨大

  虽然前景看好,处于起步阶段的生物质能供热仍面临政策、标准、产业体系等方面的问题。一是部分地方出台了不利于生物质成型燃料应用的文件及规定。北京、南宁、深圳、佛山等地出台文件禁止或限制生物质成型燃料应用,还有很多地方也持反对和抵制态度;二是生物质成型燃料锅炉缺乏与自身清洁环保特性相适应的专门的大气污染物排放标准,一些地方错误地认为生物质成型燃料锅炉与燃煤锅炉一样,而限制其发展;三是产业体系不完善。缺乏完整的专业化原料收集、运输、储存及供应体系,收储运效率低,难以满足规模化利用的需要;四是补贴政策不完善。对生物质成型燃料的补贴支持,应从支持前端成型燃料生产转到终端锅炉清洁燃烧。

    此次国家能源局推动示范项目建设就是为了给生物质供热进一步探路。对于下一步发展,国家能源局有关负责人透露,一是将发展生物质能作为应对大气污染的重要措施,纳入环境保护战略,明确在保护生态环境方面的定位和作用;二是建立健全产业体系,研究建立专业化原料收集体系和运营机制,出台生物质锅炉污染物排放标准,开展标准体系建设;三是完善政策支持体系,将生物质能供热纳入能源行业管理,建立优先利用机制和高效的管理体系,出台终端补贴政策与财税优惠政策。
